“In relevant part, it refers to the three funding initiatives in the bill, and then says each of these three elements of the initiative is critical and each must be retained in the final bill. That is on behalf of the administration. I think that makes clear the administration is strongly supportive of all three aspects of this measure and feels they are a package, and I think that is true. That is how all of us who support this measure feel. I know suggestions have been made with regard to Mayor Williams' support of this measure, that it was somehow foisted upon him by somebody or some group. I refer the Senate to an op-ed piece in the Washington Post, and I also ask unanimous consent that it be printed in the Record.”
