“I reached the conclusion that indeed we had left hundreds and hundreds of men behind in Vietnam and probably in Korea as well, and I reached that conclusion, Mr. Speaker, to my shame. Well, in the years that have passed since then, I along with many of the other Members here have tried to get out what we believe is the truth about these men and to take whatever steps we can to recover them or at least to recover their bodies. It has been difficult to do and I am not naive enough to believe that it is going to be any easier in the future. But earlier this year we did something that I thought was very significant. We established a series of safeguards to try and make sure that at least it did not happen again.”
