let me say to my friend, the last gentleman who spoke from Massachusetts, that I would hope that that is not the case as well. When I have seen a number of times, I hope that is not the case here, is Members who indicate that they are for change in these areas but keep picking and picking and picking at proposals so that at the end of the day nothing gets done. So they try and have it both ways; say, yes, we are for it, but at the end of the day nothing is being done. I hope that is not happening here. Mr. Chairman, if there truly is not much difference between the two, what is in the bill and the gentleman's amendment, I do not know why we have to have the amendment, why it was offered and why we are fighting over there for so long. I would say to the gentleman I hope something gets done tonight. I hope this does not become a referendum over something that does not matter and instead is a referendum over what does matter for the people of this country, which is whether we are going to rein in HUD or not. That is the way that I see this bill.
