BARDA has been underfunded. It is being funded at a fraction of what it needs.

The foundation of U.S. military power is the quality and morale of the men and women who have chosen to serve the Nation--in and out of uniform.

It just doesn't work if you have taken a subject that ought to be confined to one or two committees and you split it up among dozens and dozens of committees and subcommittees.

I am not confident that any place in the country is where it needs to be or really close to where it needs to be.
