“The Department of State is hereby designated as the department of the Government which shall after June 30, 1952, exercise the authority to pay ocean freight, charges on shipments of relief supplies and packages under section 117 (c) of the Economic Cooperation Act of 1948, as amended (22 U.S.C. 1515 (c) and section 535 of the Mutual Security Act of 1951, as amended.”
