I am glad that the Bill of Rights is at last to be exhibited side by side with the Constitution.

It is my fervent hope as I leave the Office of the Presidency that recent reckless attacks which can destroy that great asset will subside and that we will continue to go forward in creating a skilled corps of men and women with a public…

We venerate these documents not because they are old, not because they are valuable historical relics, but because they still have meaning for us.

I feel the Committee has done a thorough job of investigation and I wish to call your attention to these suggestions, some of which, I am sure, would be helpful.
