In accordance with section 102 of the Act, the provisions of Title I of the Act shall be applicable to all contracts with the Bureau of Reclamation, and related subcontracts, to the extent of the amounts received or accrued on or after the first day of July, 1952, whether such contracts or subcontracts were made on, before, or after that date.
