Any person employed under the authority conferred upon the Administrator by subsections 401(b) or (c) of the Act specified in section 101(a) of this order is hereby exempted, with respect to such employment, from the operation of sections 281, 283, 284, 434, and 1914 of Title 18, United States Code, and section 190 of the Revised Statutes (5 U.S.C 99), except as specified in the following subsections.
