“WHEREAS certain lands known as Round Top Military Reservation and rights-of-way thereto, located at Honolulu, Island Oahu, Territory of Hawaii, which form a part of the public lands ceded and transferred to the United States by the Republic of Hawaii under the joint resolution of annexation of July 7, 1898, 30 Stat. 750, were reserved for military purposes of the United States by Executive Order No. 978 of November 24, 1908, as modified by Executive Orders No. 4667 of June 12, 1927, No. 5931 of October 8, 1932, and No. 6948 ofJanuary 17, 1935; and”
