The Civil Service Commission is authorized to adopt such recommendations and regulations and to establish such procedures as may be necessary to preserve any reemployment rights which may have been acquired by any employee under the said Executive Orders Nos. 8973 and 9067 and Directives X and XVI, and to carry out the provisions of Executive Order No. 9063.
