The first of these bodies, the President's Advisory Committee on the Merchant Marine, in 1947, stated: 'It appears to the Committee that the organization structure of the Maritime Commission as set up in the Merchant Marine Act of 1936 is wholly inadequate for the efficient conduct of the multitude of diverse activities for which the Maritime Commission is now responsible.'
