By virtue of the authority vested in me by the Uniform Code of Military Justice, Article 140 I64 Stat. 107, 145); and as Commander in Chief of the armed forces of the United States, I hereby delegate to the Secretary of Defense the authority, vested in the President by the Uniform Code of Military Justice, Article 22 (a) (7), to empower any officer of the armed forces who is the commander of a joint command or joint task force to convene general courts-martial for the trial of members of any of the armed forces in accordance with the Uniform Code of Military Justice, Article 17 (a), and the Manual for Courts Martial, United States, 1951, paragraph 13.
