There is hereby established a medal to be known as the National Security Medal with accompanying ribbons and appurtenances.
We know that large reserves of generating capacity are vital to economic health and to national security.
No more than one National Security Medal shall be awarded to any one person, but for subsequent services justifying an award, a suitable device may be awarded to be worn with the Medal.
I feel the Committee has done a thorough job of investigation and I wish to call your attention to these suggestions, some of which, I am sure, would be helpful.
