Harry Truman: “I hereby prescribe the following regulations for carrying out the provisions of the joint resolution”

I have great faith and confidence in our civil servants.

I feel the Committee has done a thorough job of investigation and I wish to call your attention to these suggestions, some of which, I am sure, would be helpful.

I am happy to join with you in the recognition of the 70th Anniversary of the establishment of the Federal Civil Service merit system.

The people of the United States have a very great asset in this force.
