Under present conditions the essential need of the Federal Government in the area of civil defense is peacetime planning and preparation for civil defense in the event of war, rather than operation of a full-scale civil defense program.

They should be strong enough to see that unified multiple-purpose development is planned for, and works operated harmoniously in each basin-wide comprehensive system.
Without multiple-purpose river basin development, I believe that few of these accomplishments would have been possible.
