I urge the Congress to make a further appropriation of $50,000,000 in order that the Government may meet its contractual obligations referred to and in order that this phase of our continuing program of aid to veterans may be carried out.

The Constitution belongs to no one group of people and to no single branch of the Government.
No more than one National Security Medal shall be awarded to any one person, but for subsequent services justifying an award, a suitable device may be awarded to be worn with the Medal.
They should be strong enough to see that unified multiple-purpose development is planned for, and works operated harmoniously in each basin-wide comprehensive system.
