My decision should not be interpreted as establishing any new pattern or policy.
The executive departments and agencies of the Government are authorized and directed to cooperate with the Departments of the Navy and Interior in the effectuation of the provisions of this order.
I hereby delegate to the Secretary of the Treasury authority to prescribe such rules and regulations not inconsistent herewith as may be necessary further to effectuate the provisions of the act of July 17, 1952, or of this order.
