The Constitution belongs to no one group of people and to no single branch of the Government.
No more than one National Security Medal shall be awarded to any one person, but for subsequent services justifying an award, a suitable device may be awarded to be worn with the Medal.
There is hereby established a medal to be known as the National Security Medal with accompanying ribbons and appurtenances.
They should be strong enough to see that unified multiple-purpose development is planned for, and works operated harmoniously in each basin-wide comprehensive system.
