Mrs. Beth Campbell Short may be appointed to a permanent competitive position in the classified civil service of the United States without regard to the competitive provisions of the Civil Service Rules and Regulations.
It was suggested, and I decided that it wouldn't serve any good purpose, it would be just a piece of demagoguery; and that is what it turned out to be.
I feel the Committee has done a thorough job of investigation and I wish to call your attention to these suggestions, some of which, I am sure, would be helpful.
I do not. General MacArthur is in the Army, and on active duty, and if he has anything that is of use to the Defense Department, he ought to tell them so they can make use of it.
