The Secretary of the Interior is hereby authorized to exercise the authority contained in the said Title II of the Second War Powers Act, 1942, to acquire, by purchase, donation, condemnation, or other means of transfer, to the extent that title thereto is not now vested in the United States, the following-described land underlying Cerritos Channel, California, the temporary use thereof, or other interest therein, together with any personal property located thereon or used therewith, and to dispose of such property pursuant to the said Title II of the Second War Powers Act, 1942:
