By virtue of the authority vested in me by the Uniform Code of Military Justice, Article 140 I64 Stat. 107, 145); and as Commander in Chief of the armed forces of the United States, I hereby delegate to the Secretary of Defense the authority, vested in the President by the Uniform Code of Military Justice, Article 22 (a) (7), to empower any officer of the armed forces who is the commander of a joint command or joint task force to convene general courts-martial for the trial of members of any of the armed forces in accordance with the Uniform Code of Military Justice, Article 17 (a), and the Manual for Courts Martial, United States, 1951, paragraph 13.

In this celebration let us join with the peoples of the other free nations of the world in recognition of our common purpose to defend and further the rights and freedoms of all people as proclaimed in the Universal Declaration of Human Rights, and in so doing renew our determination that here in our own land the great guarantees in our Bills of Rights shall not be lost or weakened or curtailed.

My decision should not be interpreted as establishing any new pattern or policy.

I hereby direct all departments and agencies of the Government to cooperate with the Secretary of State in the execution of his authority under this proclamation and any subsequent proclamation, rule, regulation, or order issued in pursuance hereof;
