I, Harry S. Truman, President of the United States of America, acting under and by virtue of the authority vested in me by the aforesaid act of Congress, do hereby proclaim and make known that the annual quotas of the nationalities indicated for the remainder of the fiscal year ending June 30, 1951, and for each fiscal year thereafter have been determined in accordance with the law to be, and shall be, as follows:

The decoration established by this order shall be awarded by the President of the United States or, under regulations approved by him, by such person or persons as he may designate.
We know that large reserves of generating capacity are vital to economic health and to national security.
No more than one National Security Medal shall be awarded to any one person, but for subsequent services justifying an award, a suitable device may be awarded to be worn with the Medal.
