I want the people to know that this bill really is one that I am going to vote for because I see the need for it, but I am going to hold my nose real good when I vote for it, because it smells, it stinks for what it does to education. It is terrible for education. I want to tell everybody that if you think this is bad for education, which my educators say is bad for education, then if the President had signed their reconciliation package, which they called the Balanced Budget Act of 1995, they would have seen the same cuts in Medicare, Medicaid, and everything down the line, just like they are cutting education in this. This is a terrible bill, but it is the only thing we have. That is the only reason I am going to be voting for it. It smells to high heaven. It cuts education.
