But in there there was a provision for the President having this basically same identical authority. That was a Democratic bill, but basically a bipartisan bill. But it was sponsored by, primarily, the gentleman from Texas [Mr. Stenholm] and we passed that. So, we have done things. I say to my colleagues, don't tell us we haven't done things. Some of us have been able to do that, and we feel just as strongly as some of your Members because some of us feel that that is not fair. Mr. Chairman, as the gentleman says, it is not fair that certain people can use their money to get lobbyists down here to be able to get special treatment in the Tax Code, and therefore we need to stop it, and I agree with the gentleman, but we think right now that the language in this amendment does go better than the language in the bill. I say to my colleagues, the language that you have in the bill, if you got 101 or 105, you got to make sure you get 105 people there. Then the President can't line-item it. I think that you need to look at that and saying only those are tax benefits. Before I yield back, and I will get the gentleman from Pennsylvania [Mr. Kanjorski] additional time, but I just want to make one other observation. I will go back a little further than the 1986 tax bill. I will go back to one in 1981, and, if my colleagues want to talk about some special benefits, I can tell them about some special benefits in 1981 to certain people.
