I wish to join with the gentleman from Minnesota, the gentleman from Texas, who spoke earlier and others, in very strong support of this amendment. This is one time when I have to leave my other friends within the Democratic Party, because of instances like the gentleman says, it has been alluded to here, there have been too many abuses. Some people have said, why do not you just correct the basic law? I do not think that is going to solve the problem because the problem is basically, the way I see it is, is that the people that are actually making the regulations in this instance do not have what I call common sense. I have got farmers out there in farmland that have less than an acre plot that have been designated as wetlands, swamp lands. The only time it gets wet in that field is when it rains and then it drains off or when there is snow melts and then it drains off. We have not seen any ducks on this land. We have not seen any waterfowl on that land for I do not know how long, ever.
