What the gentleman is saying to me and making clear is under the bill as it is written, if a unit of the local government feels it is necessary to have policemen around abortion clinics they can have all of the police around the abortion clinics that the Federal Government will fund them under this.

It is very apparent, I think, to everybody out there that is seeing what is happening here, that Members of the House who are calling for this report to be made public are attempted to be gagged.
Bear is fine. Let us vote down the rule, and let us get the report out of the Committee on Standards of Official Conduct.
Now if this was purely a technical little provision that really did not harm anybody or do anything, they would not have that problem; would they?
