(a) Declaration.--The Congress determines and declares that this concurrent resolution establishes the budget for fiscal year 2012 and sets forth appropriate budgetary levels for fiscal years 2013 through 2021. (b) Table of Contents.-- TITLE I--RECOMMENDED LEVELS AND AMOUNTS SEC. 101. RECOMMENDED LEVELS AND AMOUNTS.
