If this was not transparent, if this was not obvious, and clearly it was not, then I think it would be very helpful for someone at the most senior level at the Pentagon to take a look at this issue of obligated but not disbursed and what kind of systems are in place in the various parts of our military to make sure that we do not have this going on.

Just because more people are giving to Democratic candidates doesn`t mean there aren`t mega-donors in the back room writing five, 10, $20 million checks to try to get the candidates of their choice that are on the other side.
