Well, it seems to me that the vast majority of these cases are coming from a handful of countries. It seems to me that it would not be beyond reasonable to try to organize these courts hearings around countries, especially if you had enough judges to do it earlier than 2 or 3 years.
McCaskill suggests organizing asylum hearings by country of origin for efficiency.
