All levels of Government sectors have responsibilities to respond to the threat of climate change and support at-risk communities.

This allows us to advance the tech refresh cycle that actually pulls more contributors into innovating, and producing capabilities, that we can rapidly deliver to our Guardians.

By taking these courageous steps and others, we will be better prepared to meet one of the greatest challenges of the 21st Century.

Unless we make significant changes to the Air Force's programmed force, we will not meet the pacing threat of China in 2030.
