This is not the first time this idea has been introduced. The lockbox language has been adopted by the House three times already, by large votes, the latest vote, 373 to 52. Also, it has the support of a number of groups such as the Citizens Against Government Waste, Citizens for a Sound Economy, the National Federation of Independent Businesses. If we are going to be responsible for the taxpayers, we should get our house in order. If we are talking about saving some money, let us make sure we do save it and just do not play a shell game and put it in another pocket and spend it later.
