I simply cannot believe some of the things I have heard on the floor, that somehow this effort would require a quid pro quo. Mr. President, in diluting this effort, I think it is insulting that this legislation is being demagoged in this way. This should be a noncontroversial bill. It is a very fitting tribute to a very wonderful American hero. He was a President not just for Republicans, but he was a President for all people. And it should be passed. This bill should be passed before President Reagan's birthday, which occurs just a week from tomorrow, that is, February the 6th. What a great tribute it would be. You know, I am very proud that this Senate has taken the time to propose that such a fitting tribute be paid to Ronald Reagan. Again, I do not think that it should be turned in any way into a petty or partisan tirade.
