Because, again, this is the same situation we are in now. This decision was made arbitrarily by these individuals, and we feel there should have been an open process. In fact, there are laws on the books, I believe, that say before the Federal Government can permanently close any street in the District of Columbia, it has to have full consultation with the District and open hearings for the public. That was never done as well.
