“Mr. Speaker, House Resolution 838 provides for consideration of H.R. 4820 and H.R. 4821 under a structured rule and makes in order Democratic as well as Republican amendments. The rule further provides for consideration of H.R. 6126 under a closed rule and provides one motion to recommit. Mr. Speaker, House Republicans have made a promise to the American people.
