Today I was unable to cast my vote for H.R. 1163, H.R. 756 and H.R. 967 due to my duties as part of a delegation of Members of the U.S. House of Representatives attending the funeral services of Baroness Margaret Thatcher in London. Had I been present to cast my vote, I would have voted ``yes'' on all three bills. ____________________
