Complying--the regulations might be perfectly legitimate. I am not questioning the value of the regulations, but they are expensive.

If government can affect the situation, it is going to have to do something to create greater comfort.

I think that this situation that we are in as a system is to try to find ways to coax banks to do the MSB work.
