“let me throw my whole-hearted support behind this amendment. I think it is a clear expression of the generosity, the common sense and the decency of our country, and I want to thank the gentleman from Texas for offering this amendment. The fact is that until we see the people of the gulf coast as our people, as opposed to those people, we will not be the kind of America we need to be. We will be less than we ought to be. So I just want to say that extending housing to people who need it, victims of a disaster, not a human failing but a disaster, a natural disaster, is the just, right thing to do, and we should not allow what was a natural disaster to be a political disaster.”
