Mr. Speaker, before I yield to our next speaker, I would just note that the remarks made by my good friend and colleague, frankly, I believe, ignore the reality of the crisis that currently exists. No one, employer, worker, or union, can rely upon a Board decision today. A court of appeals has ruled that it's not constitutional, and it is that same court to which every appeal is made. Now I'm very pleased to yield 3 minutes to the chairman of the Health Subcommittee, the gentleman from Tennessee (Mr. Roe).
