I thank the gentleman for offering this amendment. Mr. Chairman, the gentleman is expressing a concern here of parents, not of schoolteachers and principals who want to put together field trips. There is a great deal of anxiety on the part of some parents, and this is giving them some power. I support the gentleman's amendment, and I encourage my colleagues to support it.
