Replacing No Child Left Behind was a significant achievement that was desperately needed and long overdue.

Our concern has been, my concern has been, as we go into implementation, that there may be misinterpretations.

Congress promised to reduce the Federal role and restore local control, and we intend to keep our promise.

I strongly encourage the department to follow the letter of the law as we put this program into place.
