IV. Explanation of the Bill and Managers' Views Sections 1, 2, and 3. Sections 1, 2, and 3 describe the short title for the bill, the Workforce Innovation and Opportunity Act; include the purposes of the Act; and state the definitions for the Act, which are intended to have the same meaning under each program authorized under the Act unless otherwise stated. The definitions identify the ``core programs'' under the Act, which consist of title I State grant programs; title II adult education programs; the employment service under title III amendments to the Wagner- Peyser Act; and State vocational rehabilitation programs under title IV. Title I--Workforce Development Activities; Providers; Job Corps; National Programs; and Administration Title I of the underlying bill includes the primary components of State and local area workforce development systems as well as several national programs for youth and special populations.…
