Mr. Chairman, for the first time in many American voters' memories politicians are keeping their promises. The new House majority promised tax relief, and we are keeping our promise. The new majority promised to pay for our tax cuts and lower the deficit, and we are keeping our promise. The new majority promised to create jobs. And we are keeping our promise. One leading economist told the Committee on Ways and Means that 1.74 million new jobs will be created over the next 5 years from the capital gains tax cut. Economist after economist told the Committee on Ways and Means why we should reduce the capital gains tax. As Allen Sinai put it, the capital gains tax reductions will "stimulate economic activity, increase jobs, capital spending and capital formation, improve national savings, increase entrepreneurship and raise economic output." But, Mr. Chairman, even more impressive than all of these leading economists was the young 17-year-old in my district who came up to me recently after my remarks to his high school assembly.
