So if the gentleman's numbers are correct, in fiscal year 1997, we took in over $110 billion more than we expected and we spent over $22 billion less. Now, here is the question. Here is the question for anybody who happens to be listening to this, for any Member of Congress. Does anybody really believe that Congress would have actually hit its spending targets, in fact gone below its spending target, at a time when revenue increased by more than $100 billion? Does anybody really believe we would have spent less if the other party still controlled Congress?
