“I have been astonished at the response by some of the people here in Washington. We all claim to be very concerned with the fact that we have lost over 2 million manufacturing jobs in the last 4 years; and some people are saying, well, the answer is more government programs; and some people say, well, the answer is tax cuts. But here is an idea that if we are right, and I think we are, and I think the evidence supports this, that we can save at least $630 billion. Now, if you want to allow Americans to keep and spend $630 billion of their money, here is a good place to start; and it does not cost the Federal Treasury a dime. It just begins to equalize, so no longer will American consumers and American taxpayers be subsidizing the health care cost of the rest of the world. And I just want to come back to one point, because people do not realize, and the gentleman from Illinois (Mr. Emanuel) started talking about this, we subsidize the pharmaceutical industry in three separate ways.”
