We saw this, and part of the reason the Soviet Union ultimately collapsed, and the Wall Street Journal ran such a beautiful editorial shortly after that. I think the headline was ``Markets Are More Powerful Than Armies.'' What we saw on the other side of the world was that if you have a monopolistic system where the Government controls, you have enormous inefficiencies. The gentleman from Connecticut [Mr. Shays] talked about the FAA. They are the largest buyer of vacuum tubes in the world.
