It goes deeper than that. It is not just choice. It is about markets and it is about competition. We saw this, and part of the reason the Soviet Union ultimately collapsed, and the Wall Street Journal ran such a beautiful editorial shortly after that. I think the headline was ``Markets Are More Powerful Than Armies.'' What we saw on the other side of the world was that if you have a monopolistic system where the Government controls, you have enormous inefficiencies. The gentleman from Connecticut [Mr. Shays] talked about the FAA. They are the largest buyer of vacuum tubes in the world.
