I think those are legitimate questions. But I think Benjamin Franklin may have said it best when he said, ``I know no lamp by which to see the future than that of the past.'' I would like to remind Members of what we said just 2 years ago when we passed our budget resolution, the blueprint, our 7-year plan to balance the budget. We said in fiscal year 1997 we would spend no more than $1,624 billion in fiscal year 1997. That is the year we are in. Two years ago we said we would spend $1,624 billion. This year we actually are going to spend in fiscal year 1997 $1,621 billion. At a time revenues have increased by over $100 billion, we are spending less than we said we were going to spend just 2 years ago.
