Right now no one would buy it. But when is the best time to buy a commodity? When the price is low. We should be buying sugar right now, and we should sell it when the price starts to go back up. That makes sense. That is supply management. At the end of the day, this program will cost the taxpayers nothing. It will save future taxpayers and consumers a great deal. We need a strong sugar industry in this country, and they are forced to compete every day against heavily subsidized sugar from around the rest of the world. I support open and free trade. We had that debate last night. But we do not have free trade, we do not have fair trade in the sugar industry, and, frankly, I think I would have to rise in opposition to the motion that the gentleman is trying to propose.
