When the American people allowed the Federal Government to get into their paychecks to pay for Social Security, they never told the Federal Government that they could keep the change. That is what was happening. The Federal Government was keeping the change and spending it on other programs. And 2 years, thanks to your leadership and the leadership of others in the House, we finally stopped that abuse. For the first time, we are making certain that every penny of Social Security taxes goes only for Social Security or to pay down debt. As a matter of fact, I believe by the end of this fiscal year, that number will be greater than $400 billion that we will have paid down.
