Mr. Speaker, when Vaclav Havel came and spoke to the American people, he quoted Thomas Jefferson when he said that ``Words are plentiful, but deeds are precious.'' The American people want action, not protracted debate. We must seize this historic day. Let us not let the American people down. The U.S. Congress must comply with the laws of the land. I strongly encourage my fellow colleagues to vote ``yes'' on the rule and ``yes'' on H.R. 1.
