I thank the gentleman. As I understand it, it was just a glitch in the printing of the document that went to the White House. They vetoed the bill missing title III and didn't recognize it. As I understand, the Constitution says that when we have a veto, we are bound to deal with it. So we don't see any other way to deal with this thing at this point other than to deal with the President's veto, have the override and then deal with title III later.
